Health & Safety Policy Documentation (H&S Management Systems)
Any Company/Organisation with more than 5 employees is required to have a written health and safety policy and for this policy to be communicated to staff and visitors.
The key elements to any H&S Management System (Documentation) should contain
Policies & Procedures
This should include a General Statement which is a declaration of the employer’s intent to provide and maintain a safe and healthy working environment. In addition to this it should identify different policies relevant to the Organisation for maintaining health and safety standards, e.g. Accident Policy, Electrical Safety Policy, Manual Handling Policy etc. In addition to the policies the Organisation must produce procedures to ensure the implementation of health and safety polices.
Organisation
Ultimate responsibility for health and safety lies at top management of an Organisation and there should be someone responsible for ensuring that the Health and Safety Management System is properly implemented.
However at all levels of the Organisation people need to be responsible for the health and safety of those they manage, themselves and others with whom they work, aware of their responsibilities for their health and safety of people who may be affected by the activities they control, and aware of the influence of their action or inaction can have on the effectiveness of the system.
In addition to this all employees have a responsibility for their own and other person’s health and safety.
Planning
Used to describe the process by which the objectives and methods of implementing the health and safety policy are decided. The key issues here are the operational plans to implement arrangements to control the identified risks (Risk assessment and Management) and to meet legal and other requirements, contingency plans for foreseeable emergencies.
Measuring Performance
It is important that the effectiveness of the H&S Management System is measured by monitoring both proactively and reactively. Where deficiencies are found root causes should be identified and corrective action taken.
Audit
The point of auditing is to enable a deeper and more critical appraisal of all the elements of the Health & Safety Management System.
Review
Periodically a review should be carried out to identify overall performance of the H&S Management System, findings of Audits, changing legislation, organisation structure changes etc.
